**Accurate UTC submission times**

- Forced public, API, installer, proof, and background-script MySQL sessions to UTC.
- Added shared UTC-safe parsing for relative timestamps and RuneScape game-time displays.
- Fixed the Status page Latest submission value appearing five hours old during daylight saving time.
- Prevented the same display error from becoming a six-hour offset during standard time.
- Kept existing database records unchanged because the stored timestamps were already valid.
